When Antonio Villaraigosa says that when he is mayor, he will empower Neighborhood Councils, what he really means is that he wll empower non-citizens and illegal aliens to rule our city.

 

In 1998, when the citizens of Los Angeles were told when the new city charter was up for a vote, that the purpose of Neighborhood Councils as described in the charter was to promote "...more "Citizen" participation in government and make government more responsive to local needs... as delineated in Article IX of the city charter "SEC. 900. PURPOSE," the word "citizen" was used. To any reasonable thinking person, citizen means "American Citizen." There was no asterisk referring to a footnote that

said "by citizen, we mean that absolutely anyone including criminals and sex offenders living in the community are citizens."

Antonio Villaraigosa Knows the voters didn't get what they thought they voted for, but he likes it that way.
